PROGRAMME MANAGER
Job Purpose:
To prepare and drive the rollout of selected large scale implementation programmes in compliance
with relevant legislation and policies, and in support of IDP, SDBIP and organizational scorecard in
order that biodiversity and climate protection targets are met, and that related green project
initiatives are on track.
Key Responsibility Areas:
Ensures that objectives of the Branch are aligned with the objectives of the Environmental
Planning and Climate Protection Department and contributes to policy development and
organisational objectives.
Undertakes all relevant administrative and reporting requirements.
Ensures all implementation programmes are operating in a manner that is aligned with branch
and broader departmental objectives.
Manages programme administration and undertakes financial control of programmes.
Undertakes programme monitoring, evaluating and reporting.
Manages and leads programmes by identifying necessary projects, preparing operational
frameworks, and allocating the relevant and appropriate resources.
Maintains a working knowledge of current environmental trends, frameworks, policies, and
best practices and legislation at a local, provincial, national and international level relevant to
implementation programmes.
Provides input and oversees the development of an effective communications strategy and
channels within programme teams and internal and external departments, organisations and
stakeholders.
Essential Requirements:
Relevant Masters degree.
Valid motor vehicle drivers license (Code B).
4 Years relevant experience.
Preferred Requirements:
M.Sc or M.Ba. in a relevant field.
5 Years relevant experience, with a track record of having delivered on strategic
implementation programmes and written and published articles or papers in respective fields.
Extensive experience in personnel management and negotiation skills will be an advantage.
Special Conditions:
Must have a working knowledge of the terrestrial ecology of the eThekwini Municipal Area.
A good working knowledge of other components of the City's biodiversity and related threats
(including climate change and invasive alien plants), would be an advantage.
Must have experience in open space planning in order to achieve quality of life and biodiversity
conservation objectives.
Must have reasonable working knowledge of Geographical Information Systems.
Must have a good working knowledge of South African environmental law and policy.
Must have a good working knowledge of Sustainable Development, Green Project implementation
and Green Job creation.
Physical Requirements:
Must be able to undertake fieldwork and have the ability to drive.
Total Remuneration Package:
R 607 774.00 / R 770 828.00 pa Grade 15
